Among the Library of Virginia’s photo collection on Flickr, we came across this one taken in August 1969, shortly after Hurricane Camille, which caused the flooding that caused the major backup on Interstate 69 95 as it passes through downtown Richmond. While traffic jams usually make for excellent carspotting, we were drawn to the parking lot in the foreground, high and dry, on the corner of 14th and Bank. What do you see here?
